Human Resource Development FundIntroductionThe Human Resources Development Council has established a number of financial grant categories for training and upgrading of skills; in particular, training aimed at Quality Improvement. Companies can apply for functional assistance under Training Assistance Scheme in which is given up to 85% to 100% of the amount incurred. The Human Resource Development Fund Programme in Science & Technology is an effort by the Government to strengthen the human capacity and capability for the enhancement of S&T in Malaysia. One of the objectives of this programme is to increase the critical mass of scientists/researchers of the country; It also aims at further strengthening the R & D functions in institutions of higher learning and public research institutions; and to enhance the country’s competitiveness through the development of trained, innovative and creative human resource. In order to help strengthen the nation's technological base, several other private agencies such as MDC, MSC, and MTDC have participated in providing assistance through the enhancement of R&D activities and the formulation of a comprehensive action plan. The encouraging participation by enterpreneur to optimise these facilities has resulted in the spin off of more grants. In 2002, four new grants were introduced namely grants for upgrading engineering design capabilities, e-manufacturing, e-commerce, and RosettaNet standard implementation. Ultimately, the sound investments by the Government hone successfully resulted in the offspring of more productive and competitive companies as well. Clients may apply for assistance under this scheme to help finance the Quality Training sessions that are conducted by Belmah Strategies (M) during the Quality consultancy phase of their certification project.
