Technology Acquisition Fund (TAF)

INTRODUCTION

Technology Acquisition Fund (TAF) has been established by the Government to facilitate the acquisition of strategic and relevant technology by the Malaysian Industrial Sector. TAF provides partial grant to further promote efforts by the private sector to enhance their technology level and production processes.

The objectives of TAF are:

bulletTo promote technology upgrading through the introduction and utilisation of modern and efficient technology in the manufacturing and physical development of existing and new products or processes; and
bulletTo enhance the competitiveness level of firms to enable them to compete globally.

FORM OF ASSISTANCE

1. ACQUISITION OF TECHNOLOGY

A. TECHNOLOGY LICENSING

Objective

Technology acquisition through licensing is to enhance the design and production of new and existing products and processes. The technology to be acquired should include design, blueprints, manufacturing know-how, training, technical support and proprietary equipment.

Form of Funding

Partial grant up to a maximum of 70% or RM2 million whichever is lower.

Approved Activities

Procurement of technologies through licensing by companies that are involved in promoted activities listed below:

bulletList of promoted activities/products/processes which are eligible for consideration of Technology Acquisition Fund (TAF);
bulletList of promoted activities and products for SMI companies; and
bulletStrategic industries as approved by the Government.
Eligible Expenses

Procurement of technologies through licensing and to include the breakdown of the following:

bulletDesign;
bulletBlueprints;
bulletManufacturing Know-how;
bulletTraining;
bulletTechnical Support; and
bulletProprietary Equipment.

The cost of the equipment must not be more than 30% of the licensing cost.

B. ACQUISITION OF PATENTS RIGHTS, PROTOTYPES AND DESIGNS

Objective

Acquisition of proprietary information to facilitate transfer of technology to enable the development of new processes and products. All acquisition must include manufacturing rights from technology provider for manufacturing purposes.

Form of Funding

Partial grant up to a maximum of 70% or RM2 million whichever is lower.

Approved Activities

Acquisition of Patent Rights, Prototypes and Design by companies that are involved in promoted activities listed below:

bulletList of promoted activities/products/processes which are eligible for consideration of Technology Acquisition Fund (TAF);
bulletList of promoted activities and products for SMI companies; and
bulletStrategic industries as approved by the Government.
bulletAcquisition of patent rights, prototypes and design by companies that are involved in pioneer status projects.
Eligible Expenses
bulletCost of procuring patents; and/or
bulletCost of procuring registered designs; and/or
bulletCost of procuring prototypes.

2. TRAINING PROGRAMME (OVERSEAS)

A. PLACEMENT OF MALAYSIANS IN FOREIGN TECHNOLOGY COMPANIES OR FOREIGN TECHNOLOGY INSTITUTES

Objective

To expose Malaysians and upgrade their knowledge on technology development in technology companies or institutes excluding affiliated or subsidiary companies overseas.

Approved Activities

Placement should be on the basis of job attachment or on-the-job training.

Form of Funding
bulletPartial grant up to a maximum of 50% of the total cost or RM30,000, whichever is lower for each person; and
bulletMaximum of 3 persons eligible for funding per project.
Duration

Duration of placement should not exceed 3 months.

Eligible Expenses
bulletCost of airfare;
bulletAccommodation; and
bulletDaily allowance.

B. FOREIGN EXPERT SOURCING PROGRAM

Objective

This activity is to assist companies to engage foreign technical experts and consultants in upgrading their products and processes.

Form of Funding

Partial grant up to a maximum of 50% of the total cost or RM30,000, whichever is lower.

Eligible Expenses
bulletCost of airfare;
bulletLocal accommodation; and
bulletProfessional fees.

ELIGIBILITY CRITERIA

bulletCompany incorporated under the Companies Act 1965.
bulletCompany involved in the manufacturing activities and manufacturing related services.
bulletAt least 60% of the equity held by Malaysians, of which not more than 25% held by large companies.
bulletPublic Listed Companies or their subsidiaries are not eligible to apply.
